ICAO Dangerous Goods Panel Agrees to Amend Lithium ion Air Transport Regulations Impacting Shipments of Equipment and Vehicles

The International Civil Aviation Organization Dangerous Good Panel (DGP) met the week of November 13 – 17, 2023 and agreed to amend the lithium battery and vehicle Packing Instructions in the 2023-2024 Edition of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI), which govern the international transport of all dangerous goods by air.  The DGP agreed to new state of charge limits on lithium ion batteries packed with equipment and vehicles containing lithium ion batteries, sodium ion batteries, or rechargeable lithium metal batteries. These state of charge limits are expected to take effect January 1, 2026. There are two additional steps in ICAO’s process for amending the ICAO TI that must be completed before these amendments are officially approved for incorporation into the 2025-2026 Edition of the ICAO TI.
